The West Java Art and Cultural Center (WJACC) building was designed using a placemaking approach in order to promote West Javanese art and culture and create appreciation for this unique culture amongst visitors to the cultural center. The WJACC building is not only designed to house sculptural and art exhibits, but also as a place that brings the local West Javanese culture to life. The WJACC building allows the public to participate in various activities while enjoying the displays of art and culture so that the WJACC building   remains alive with activity even when no formal events are being held there. 

The WJACC was also designed to depict the diverse elements of West Java's culture as well as its natural topography, which consists of mountains, valleys, and rice terraces irrigated by rivers and lakes. 

Elements of West Java’s natural topography and culture are implemented in metaphoric form in the WJACC design: 

• The design reflects the friendly and welcoming nature of the Sundanese people who inhabit West Java.  This is evident in the fully open ground floor feature that faces out on the surrounding urban fabric. 

• The building's undulating green roof and the bamboo-like tubes that form the building’s ceiling represent the natural topography of West Java. 

• The Sundanese art and cultural displays are each identified by the pictures that are engraved on acrylic shapes attached to the openings of the tubes that make up  the ceiling. LED spotlights at the top of each tube  highlight the .pictures, indicating a digital public space featured in the space below. 

The design of the main mass gives the WJACC building the appearance of hovering over the public space,  supported by  posts. The building configuration, as seen from the main road, appears to frame the natural, cultural, and artistic elements of the Sundanese people that are presented in the building as a whole.
