The student apartments of Oslo had 1500 empty apartments, and no budget. They knew that students would come running as soon as they heard, but they had no means of getting that message out to them.
So we created 1500 key chains and "dropped" them around where students in Oslo were sure to find them, at cafes, on busses, parks, phone booths, reading halls, etc. Attached to the keys was a note with the message: "Are you a student in need of a new home? Now you have the key, come to us for an apartment."
The empty apartments filled up in two days, and over 250 sets of keys were returned to the SiO office.
